Datelined Washington, 2 January 1863, letter to an unnamed recipient reads in full: ''When the Conscription Act was under discussion originally I voted against obliging persons to bear arms who have conscientious scruples - & I shall vote so again.'' Just months later, Lincoln signed into law the first federal draft in American history, the infamous Conscription Act which incited draft riots around the country. Single-page letter measures 5'' x 8''. Creasing and light chipping, else near fine.
